Evaluating the training on the ECOWAS Common External Tariff (CET)

The ECOWAS Commission received support for the training in 2014 from the West African Trade Integration Promotion, (WATIP) which is implemented by GIZ. Part of the evaluation will provide suggestions for future training. The evaluation is being conducted by an expert team of Saana Consulting and African Trade and Sustainable Development (AFTSD).

The GIZ Support Programme to ECOWAS Commission implements the ‘Promoting West African Trade Integration (WATIP)’ project, co-financed by the EU and Germany. With this project, GIZ has supported the Common External Tariff (CET) introduction since 2014 by organising training and awareness-raising measures and creating a monitoring instrument to facilitate the implementation of the CET in all 15 ECOWAS Member States.

Currently, the results achieved by the ECOWAS CET training exercise are being evaluated. This evaluation shall provide suggestions for adaptation of the training manual and process.

GIZ has contracted an independent evaluation team through international bidding. The contract was awarded to consortium led by Saana Consulting Ltd from London. The evaluation team is free from conflicts of interest and follows professional standards. The experts will contact training participants and other stakeholders during May and June 2017 in order to get their feedback on the results and future improvements. Karsten has conducted more than 20 participatory programme/project evaluations in recent years, many which relate to capacity building in the field of economic development and trade. He has worked with UNDP, the European Development Fund and GIZ in West Africa. He is Political Scientist, holds a Post-Graduate degree in International Development Cooperation and a “Train-the-trainer” Certificate. Karsten speaks English, French, and Portuguese.

Dominique has over 25 years of professional experience, combining policy research and providing advisory support to governments and regional economic communities on African development challenges and opportunities. As Lead Trade Facilitation Expert and Program Coordinator of the Word Bank Trade Facilitation Facility, Dominique gained over six years of experience leading customs aspects of Trade Facilitation programmes, followed by over a year as the Executive Chairman of AFTSD delivering training on how to deliver more sustainable trade policies in Africa. Dominique also managed and delivered trade related training while ED of ILEAP. He holds a Ph.D. in Economics and speaks English and French.

As political economist, Quentin is Saana’s Senior Trade Consultant. Prior to this, he was a Policy Officer at the European Centre for Development Policy Management (ECDPM) in Maastricht, where he worked on European trade policy, regional integration and food security issues. He has worked on a wide range of trade related issues such as the EU’s Generalised System of Preferences (GSP), GSP Rules of Origin and the ECOWAS Common External Tariff for a variety of donor organisations. Quentin speaks English and French.
