IMF Launches Institute for Capacity Development

The International Monetary Fund launched the Institute for Capacity Development today to spearhead its enhanced strategy for capacity-building services for its member countries. These capacity-development efforts are aimed at helping member countries develop their skills base and build more robust economic and financial institutions. The Institute, a new department incorporating the former IMF Institute and Office of Technical Assistance Management, will enable stronger synergies and better coordination between IMF technical assistance, training, and other elements of capacity development, to better adapt to member countries’ priorities and needs, and facilitate fund raising. Evaluation in Decision Making for Public Policies and Programmes, Conference, South Africa

Second National Capacity Development Conference, South Africa.

UNDP Evaluation Office and the office of the Public Service Commission of South Africa co-hosted the second International Conference on National Evaluation Capacities (NEC) in Johannesburg, South Africa, held over 2.5 days from 12 to 14 of September 2011. This year’s conference had the theme of Use of Evaluation in Decision Making for Public Policies and Programmes and offered plenary discussions and panels with the following sub-themes:

· Systemic factors contributing to use of evaluation

· Impact of audits and budgeting in evaluation

· Monitoring and how it facilitates the use of evaluation

· Establishing evaluation systems, taking use of evaluation into account

IDB calls for proposals about impact assessment methodologies in Latin America and the Caribbean
Deadline for submissions is June 13th.

The Inter-American Development Bank (IDB) is calling for proposals about “Measuring Institutional Impact on the Region of the Americas (MIRA).” The Bank will select eight proposals to carry out impact assessment methodologies in institutional strengthening programs for government agencies in Latin America and the Caribbean. The deadline for submissions is June 13, 2011. Each selected proposal will receive up to $50,000 in funding.

The competition aims to help achieve the following:

* Demonstrate that institutional strengthening initiatives achieve their principal objectives and therefore contribute to economic development.
* Reduce the knowledge gap on the impact of institutional strengthening.
* Improve the design of future public policies.
* Document the need to incorporate evaluation components in the design of such interventions.

The formulation of an effective methodology for assessing impact on programs to strengthen institutional capacity is critical for ensuring that these activities achieve their principal objectives, which are to help improve public policies, increase competitiveness, and promote economic development and social equity.

The MIRA competition is open to public institutions, nonprofit or for-profit organizations, academic institutions, research centers, or bilateral development agencies. The proposals should be designed for interventions implemented in the public sector, whether executed by the governmental entity itself or through a different organization.

A committee of experts will evaluate the proposals according to the clarity of their objectives, their capacity to provide empirical documentation on the impact of capacity strengthening initiatives, their ability to demonstrate causal relationships based on the results, and their incorporation of elements of cost-efficiency.

The eight winners will have the opportunity to work with IDB specialists in developing their methodologies, which will help provide them with recognition as leaders in issues of institutional capacity building and impact assessment. The winners will receive up to an additional $25,000 to replicate their methodologies in Latin America and the Caribbean.

Safe and Accessible: Bringing Poor Savers into the Formal Financial System

Poor people’s savings often remain in mattresses, piggybanks, or even holes in the ground. But a new CGAP Focus Note turns the spotlight on those savings and examines why they are so often invisible to financial institutions, while formal deposit services remain inaccessible to most poor savers. The answers have to do with weak institutional capacity, but also incomplete financial infrastructure, unhelpful donor practices, and unbalanced policy frameworks. The good news? Financial institutions, donors, and policy makers all have a role to play in increasing poor people’s access to quality savings services.
