3ie call for Systematic Reviews

3ie along with NORAD, Sightsavers and Population Services International is inviting proposals for systematic reviews to strengthen the international community’s capacity for evidence-based policy making. Systematic reviews examine the existing evidence on a social or economic development intervention or programme in low and middle income countries, drawing also on evidence from developed countries when pertinent.

3ie has developed a list of proposed systematic review questions, but is also accepting expressions of interest for other questions, provided they fall within 3ie’s remit. The proposed review questions address several policy relevant issues in a broad range of sectors like microfinance, health insurance, water and sanitation, agriculture, governance, and conservation. 3ie intends to fund up to 12 studies under this call.

Norad Wins Top Prize for Development Evaluation

Each year the Norwegian Government Agency for Financial Management (SSØ) awards a prize to the institution that has best demonstrated the efficient use of government resources. This year, the prize was awarded to the Norwegian Agency for Development Cooperation (Norad) for their use of evaluation results in Norwegian development cooperation.
The Norwegian Minister for Environment and Development, Erik Solheim, said, ‘I am proud and glad that Norad has been awarded with the honour it deserves. It is important to evaluate whether all the funds we give to the poor are used effectively.’
The prize jury said, ‘Norad has established an overall system for evaluation of Norwegian aid administration. Many evaluations are carried out in the Government, but Norad excels in its systematic use of evaluation for learning and improved decisions.’
The Minister of Finance, Sigbjørn Johnsen, handed over the prize to the Norwegian Agency for Development Cooperation (Norad). The Director-General of Norad, Villa Kulild said that the prize was a great encouragement, ‘It will increase even further the importance of evaluation in Norwegian aid’.
The jury also praised Norad for transparent and active communication of evaluations. This helps to attract professional and public attention to what has been achieved, and also, to the debate on what needs to be improved. The jury stated that Norad’s use of evaluations should serve as an inspiration for many public entities.
