Ex-post-Evaluation of develoPPP Project

The project “Cocoa production in the AMASAU indigenous territory” to be evaluated was implemented from May 2012 to April 2015 in Nicaragua. It was based on a development partnership with GIZ and EXPASA (Exportadora Atlantic, S.A., Managua), a coffee export company that belongs the ECOM AgroIndustrial Group from Switzerland. The development partnership was supported by the GIZ programme “Sustainable management of natural resources and strengthening of entrepreneurial competencies MASRENACE”. The project introduced the inhabitants of the AMASAU indigenous territory in Nicaragua to cocoa production.

The indirect beneficiaries were the indigenous communities in AMASAU (Mayangna Awas Tingni community) in Nicaragua. Their preferred autonym is Mayangna, as the name “Sumo” is a derogatory name historically used by the Miskito people. The beneficiaries are located in the Waspam municipality in the North Caribbean Coast Autonomous Region (RACCN), one of two autonomous regions in Nicaragua. Awas Tingni is an indigenous Mayangna community of some 2,400 members on the Miskito Coast of Nicaragua, in the municipality of Waspam in the North Caribbean Coast Autonomous Region where AMASAU is located as well. It covers an area of 73,000 hectares that belongs to the Mayangna indigenous group, with a population of 305 families (about 2,000 members) distributed over the three communities.

On the basis of the information provided by the concept, the overall project objective was: The inhabitants of the AMASAU indigenous territory (Awas Tingni community) in Nicaragua diver­sify their economic base by cocoa production in an economically and socially inclusive way.

The objectives of the ex-post evaluations as a whole are to assess the effectiveness of the projects, raise accountability to clients and partners, produce evidence for the decision-making on the further development of the program and serve organizational learning from mistakes and successes.

To give an external expertise, Karsten Weitzenegger was contracted by INTEGRATION International Management Consultants GmbH to carry out this remote evaluation in 2021.
