About the Working Group

The DeGEval Working Group on Development Policy and Humanitarian Aid was established in September 1998 at the inaugural annual conference of DeGEval, on the initiative of Prof. Dr. Reinhard Stockmann. Since its founding, it has grown into one of the most important professional forums bridging theory, practice, and policy in development cooperation evaluation.

The group’s mandate is to foster interdisciplinary and cross-institutional dialogue among evaluators, scientists, and practitioners. Its members come from a wide spectrum of organizations: the German Federal Ministry for Economic Cooperation and Development (BMZ), the Federal Foreign Office (AA), implementing agencies, NGOs, political foundations, churches, universities, consulting firms, and independent experts.

Core Objectives

The Working Group pursues several interconnected goals :

  • Interinstitutional learning through sustained exchange of experience across different fields of action
  • Advancing evaluation theory, practice, and methods through open discussion of concepts in development and application
  • Developing shared standards and quality criteria as a professional reference point for development policy evaluators
  • Building an accessible knowledge base of evaluation materials, guidelines, and reports relevant to development cooperation and humanitarian aid
  • Contributing to training and qualification of evaluators working in development and humanitarian contexts
