Working effectively in EU-funded international cooperation means staying connected to where knowledge, methodology, and institutional memory converge. Karsten Weitzenegger is an active member of Capacity4dev — the European Commission’s official online platform for international cooperation professionals and the central knowledge hub of EU development policy.
What is Capacity4dev?
Created in 2009 and managed by the Directorate-General for International Partnerships (INTPA), Capacity4dev is the European Commission’s primary knowledge-sharing platform connecting professionals across the full spectrum of international cooperation. With over 7,015 members, 348 thematic groups, 37,073 library items, and 11,523 discussions, it is one of the most richly documented practitioner platforms in the global development sector .
Its membership spans an exceptionally diverse range of actors:
- Staff from EU institutions, including DG INTPA, the European External Action Service (EEAS), and EU Delegations worldwide
- Professionals from EU Member States, partner governments, and national aid agencies
- Civil society organisations, NGOs, international organisations, and academic institutions
- Private sector consultants and independent experts working on EU-funded programming
The platform was originally designed to support the Backbone Strategy for Technical Cooperation Reform, a comprehensive EU initiative to make technical assistance more effective and ownership-driven. It has since grown into a full-spectrum knowledge ecosystem covering every major area of EU development cooperation — from governance and trade to climate, health, evaluation, and the Sustainable Development Goals.
Four Pillars, One Platform
Capacity4dev is built around four interconnected functions:[5]
- Consolidating knowledge and building institutional memory across EU development interventions globally
- Supporting thematic expertise, bridging silos, and facilitating the exchange of good practice and innovation
- Enabling cross-learning among practitioners from EC institutions, EU Member States, donor agencies, international organisations, civil society, partner governments, and academia
- Consolidating communities of practice around a common, accessible environment for all stakeholders
This makes Capacity4dev far more than a document repository. It is a living, practitioner-driven environment where the lessons of EU-funded projects are captured, debated, and converted into better programming.
Karsten Weitzenegger’s Presence
Karsten Weitzenegger has been a registered member of Capacity4dev since its early years, consistent with his long-standing engagement as an evaluation expert and individual consultant for the European Commission’s EuropeAid and INTPA programming. Over three decades of assignments under EU framework contracts (spanning country programming, project identification and formulation, counterpart training, and project evaluation in Africa, Asia, Latin America, and Eastern Europe) have given him direct experience with the knowledge and methodologies that Capacity4dev is designed to support and disseminate.
For any consultant working in EU development cooperation, a presence on Capacity4dev signals institutional familiarity and professional credibility to EU staff and partner organisations alike.
