1. Human Development Report 2003This year's report proposes a policy approach to achieving the Millennium Development Goals by addressing the structural constraints that impede economic growth and human development. The new plan of action is primarily aimed at those countries facing the steepest development challenges and the report argues that structural obstacles can be overcome. The report argues that the pace of progress towards meeting the Goals must be dramatically increased. Vast improvements in the last 30 years include a drop in illiteracy to 25% and an increase in life expectancy by 8 years. However: Given the current pace Sub-Saharan Africa will not reach the Goals for poverty until 2147 and for child mortality until 2165. Most attention must be given to two groups of countries:A change in approach regarding resources is needed by both resources are needed to meet the Goals, rather than allowing the pace of development to be set by the limited resources currently allocated. Rich countries have made many commitments, but most without time-bound, quantitative targets. Rich countries must set targets and deadlines on assistance so that progress can be monitored. The new Millennium Development Compact urges strategic action in the fight against poverty and calls on: Developing countries to adopt pro-poor policies that reinforce each other and are targeted to the Goals; Donor countries to back these reforms with more resources and trade opportunities; and, for nations both rich and poor to put the Goals at the centre of national and global decision making. EU candidate countries' development policyThe EuropeAid website now features a portal on the new member state's development policy: "Accession Countries are themselves still going through a process of transition, as they are still recipients of external assistance. In the near future they will have to adopt measures to become donors according to EU standards. The former communist bloc was characterised by development co-operation focused on socialist regime countries and with developing countries in Asia and Africa." 3. EC to launch study on impact of EU enlargement on development aidThe EU Commissioner for Development and Humanitarian Aid, Poul Nielson, has promised to investigate the impact of EU enlargement on development co-operation with ACP countries. ACP ministers had expressed fears that enlargement would harm development assistance to their countries. The study on the effects of enlargement aims to clarify the potential repercussions of EU enlargement. (EADI) 5. Call for proposals for the establishment of B2B e-marketplaces portalThe European Commission's Enterprise DG has published a call for proposals for the establishment of an online information service on business-to-business (B2B) e-marketplaces. The objective of the call is to create and maintain a European online 'B2B e-marketplaces portal' to facilitate the access of small and medium-sized enterprises (SMEs) to neutral and reliable information on B2B e-marketplaces and business partners, and to provide them with guidance to select the most appropriate and trustworthy e-marketplaces and business partners, thus helping SMEs to take maximum advantage from participation in e-marketplaces. The Poverty and Economic Policy (PEP) Research NetworkThe PEP Research Network is a newly-created network of researchers working to reduce poverty through the analysis of poverty and related economic policies. Impact research for social justiceDataCenter exists to build the capacity of a broad-based social justice movement that embodies, embraces, and honours diverse cultures to create the new systems and institutions essential to building a just and equitable world. The DataCenter's mission is to provide social justice advocates, especially the poor and people of colour, access to strategic information, analysis, and research skills that will help them conduct more effective campaigns. In conducting research into theory and methodology, and in carrying out consultation and implementation of evaluations, CEval's work is concentrated in three areas: environmental research/environmental communication, development co-operation, and general and vocational education.
